Madalyn Quinlan worked at the Montana Office of Public Instruction for 27 years, during which time she served as Chief of Staff for three State Superintendents of Public Instruction. In her leadership role, she coordinated the agency’s legislative efforts, including drafting legislation, developing and advocating for the agency’s budget and policy proposals, advising legislators, and preparing hundreds of fiscal notes.

Her areas of expertise include school finance, state budget policies, and tax revenue sources for K-12 education. Over two decades, she championed the development of the Office of Public Instruction’s information systems to support decision-making processes by educators, policymakers and the public.

Prior to her time at OPI, Madalyn worked for six years as a revenue analyst at the Office of the Legislative Fiscal Analyst, where she developed her knowledge of school funding, state tax revenue systems, and the legislative process.

Governor Bullock appointed Madalyn to the Board of Public Education in 2019. She is pleased to be involved in K-12 education policy from a new perspective while continuing to advocate for educational opportunity for all students.
